Madeline Guth is a Senior Policy Analyst with KFF’s Program on Medicaid and the Uninsured, where she conducts research and policy analysis related to health insurance coverage and access to care for underserved populations. Her work primarily focuses on Section 1115 Medicaid waivers, Medicaid expansion, telehealth, and behavioral health policy. She is also a member of KFF’s annual 50-state Medicaid budget survey team. Madeline holds a B.A. in Political Science and minors in Health Studies and Statistics from Haverford College.
